System Restore did not install

I did a clean install of Win XP Pro on my Dell Inspiron
notebook. During the installation I got several messages
that some files could not be read from the CD. Some of the
 files were WAV files and I did not care about those. Some
of the files had a SR prefix. Everything is fine except
I cannot get System Restore to open. It is listed under
System Tools under Accessories. It is not listed in under
Services. Is there some way to get System Restore
to work without having to wipe and reload?
