Problems with internet access

I am have the follwoing problem with my computer.
When I log onto the internet with explorer a message
comes up with the following information:

Homepage address comes up as C:\WINDOWS\secure.html

Detected Spyware: System error #384

With information about my computer ISP, Windows XP, etc.

Then it has at the bottom with hyertext links:
To protect from the Spyware-Click here
To prevent information transmission-Click here
To delete the history of your activity-Click here

Clicking on any of these items takes you to:
http://www.smart-security.info/?affid=DNN-1

This also causes pop-up to come up everytime I to remove
this webpage or go to another webpage.

I need to know how to remove these items from my
background, homepage, etc.

Please help.
