LIBVGA.EXE???

I recently noticed libvga.exe running in my systems
processes and also that it has caused several errors and
sluggish internet explorer performance. I've tried
looking up what it is in search engines to no avail, and
then tried to delete it from its location in
C:\WINDOWS\Cursors\ (it's the only non-cursor in the
folder). But in order to delete it I have to end it's
process first, which has proved impossible. From the
task manager I've tried right-clicking and End Process
Tree, but it reappears instantly. And there's nothing in
the Add/Remove Programs list that relates to it.
Does anyone know what this process is used for or how I
can remove it? Any help would be appreciated.
