PPPoE question,PLEASE!

Hello world!

May be someone can explain to me why at some people's PC's when you try to
build a PPPoE "Dial-Up" adapter to access ADSL the PPPoE option in a wizard
is greyed out and what can be done about it?
I'm talking about Windows XP.
