Telnet client pop-up at start

I get a Microsoft telnet client pop-up when i start my computer. The path is c:\windows\system32\mcc.exe . Someone has hinted me that it could be a mp3 ripper CD burner program file. But I don't know what to do next.........and what is an mp3 ripper.
