Once you have made a regular user with Admin rights it will not offer
'Administrator' at the Welcome screen except when you boot to Safe mode
after hitting F8 as BIOS info goes to black,

If you want to force it to wait at Welcome for you to enter your
password, Assign a password to your account in Control Panel - User
accounts, then do
Start - Run and run the line
control userpasswords2
There ensure that the box 'Users must give a Username. . .' is checked
