I suspect that something that you have running on the computer is
causing a "system failure" class error when it attempts to shut down,
and also that you have the default setting to "restart on failure"
still in effect.
Open Control Panel - System - Advanced and click on the Settings
button in the Startup and Recovery (bottom) section. In the Startup
and Recovery window click on the checkbox for "automatically restart"
to clear it. Click on Apply and OK as needed to exit.
That should put an end to the restarting. However you may now receive
"Blue Screen Of Death" STOP messages at shutdown instead. If that
happens then the information from the STOP message, including all of
the parameter codes, will be a direct clue as to the underlying cause
of the error. Post the information from the STOP message(s) back here
if that does happen and you want further assistance in that regard.
