You can set the starting resolution in the registry. With regedit.exe
open to
HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Applets\Paint\View

and in the right pane double click on BMPWidth and BMPHeight, in each
case select Decimal before entering the Width/Height you want, in
pixels, as default

The DPI is that set for your screen, so the physical size on the screen
will be these values divided by that (96, not 94 as standard)
