It's called Remote Desktop, and the answer would be "yes".

First enable it on the remote tab of system properties. Then install the RD
client on the machine that you are going to access it from. See:

No, but if you want to use the web-based version you do.

Yes, but the network administrator must open the proper port for you
(default is 3389, but it can be changed).
