pinned start menu shortcuts disappear

On a brand new Win XP Pro install (OEM from Alienware),
when I make a make a user (admin role) or use the built-in
Administrator account, anything I add/remove to the start
menu -using the XP style one- does not stay of I log off
or restart. They only appear when I switch to Classic
start menu. I already checked to make sure it wasn't due
to reg entries (and nothing configured in Group Policy).
I even went into Documents and Settings to paste them from
the profile's program folder back up a level to no avail.

Any ideas?
