NEWRUN.EXE?? What is this?

I have a single computer that sometimes a dos window comes up with the
caption:

 "C:\WINDOWS\System32\newrun.exe"

The contents of the window is just some garbage text. If you close the
window, everything otherwise seems fine.

Has anyone seen this? I've searched the web and found one reference to it,
but no one really had a great suggestion about what it is.
