In that case it sounds like your probably going to need to change the
security permissions on that folder so your user can access it.

As an administrator user first ensure Simple File Sharing is disabled. Open
my computer, select tools > folder options, then the view tab. Scroll down
the advanced settings list to the bottom and uncheck 'Use simple file
sharing'. Then apply the setting, this will allow you to view the folders
security information.

Go back to the documents and settings folder and right click the restricted
user folder. Select properties and then the security tab. Click the Advanced
button, then the owner tab. Click on your user name and check the box
reading 'replace owner on subcontainers and objects' and then apply. Go back
to the permissions tab and click the add button, type your user name in.
When the 'Permission Entry for <folder>' window appears give yourself allow
yourself full control and click ok. The after you see your name in the
permission entries list, check the box which reads 'Replace permission
entries on all child object with entries shown here that apply to child
objects'.

That should give your user access to the folder.
