ftp & file permissions

Hello -
I'm having trouble with my current ftp program - or perhaps it's the ISP - who can tell -
and am learning how to use the ms-dos version, instead.

Can't find any info on how to chmod, or set file permissions for remote DIR's / files - -
possible?

Also - once 'put' to remote, I read that the files will be sort of randomly located
(http://domain.com/username/file) - or did I misinterpret? You can control which
DIR the files are being sent to, yes?
