Joe,

Tools > Folder Options > Show common tasks in folders?

If the setting is already ON, make sure you maximize / resize the folder window.

I have Win XP Home running on my Dell laptop.   Somehow my recycled bin has
just become a window with deleted files.   It used to have boxes that said
"Other Places" and "Details".    How do I get these back?
