Hi Randy. I just solved this problem for one of my customers.

This is more difficult because you done have the installation disk.

You are going to have a working computer to solve this issue. Perhaps a
friend can let you use theirs.

This is going to take three steps.

#1-Go to the following link and make the boot disks as directed:

#2-download bd040116.zip file from this web site and install on a floppy
disk:

They have a CD version but I couldn't get it to work. This creates a boot
disk that has an option to remove the Administrator Password request when
doing a "Repair".

Now you can rebuild the Boot.ini as described in this Microsoft Article:

You won't have to worry about Number 6 in the article, as it won't ask you
for a password. That's all there is to it.

First, use the pnordahl boot disk to remove the Administrators Password
request. Second, Use the boot discs from Microsoft and use the Repair
option.. Third, apply the Microsoft Article 330184.
This sounds complicated, but, It's the only way I know of to help you.
