run time error 9

Having an issue when using IE or even Windows Explorer.
Receive a "run-time error '9' : subscript out of range"
message when IE or Windows Explorer is opened. Anyone
know of any possible fixes or what I did to create this
mess? Using XP which has been fully updated.
