Problems with Internet Explorer

My mother is currently experiencing problems with the way web pages
are displayied in Internet Explorer. It is a Dell computer purchased a
couple of weeks ago. The webpages are displayed in only half the
window. It looks exactly like this http://www.canada.gc.ca/main_e.html
All webpages are displayed like that.
Does anyone have an idea what might be causing this? Any help would be
most appreciated.
