How the bios recognizes the drive and how Windows assign letters are two
different things.

AND...if it did magically change from F to C (which it won't) all of the
pointers in the bios and elsewhere would be pointing to and F drive, but
that would no longer exist.

The only way to change from F to C and end up with a working system is to
format the drive and reinstall correctly.
