This can happen when the install goes wrong. I think the problem is that the
old drive was still recognized by the BIOS as your primary master so when
you installed to the new drive it was assigned the next drive letter that
the BIOS uses in its lettering convection. You best and perhaps only option
is to remove your old drive or at least unplug it. Make certain the new
drive is jumpered as Master and is connected on the Primary controller
cable. Just make sure the jumper plug is set to Master and plug the new
drive in where the old drive was plugged. Now do a clean install. When
finished Windows will be correctly identified as being on "C". You can shut
down, connect the old drive with the jumper plug moved to the Slave position
and then startup. Personally I would reformat the old drive before I even
booted to Windows. You can do that by booting off the XP CD and then follow
the instructions for How To Partition found here

partition on D and not C. Finally you can choose to Format by following the
instructions at the same site. Just remember to format D and not C.
