There are times when reformatting is preferred over restoring from a backup.
I keep a couple of ghost backups but as my Windows installation is over 2
years old my full backups are quite old and restoring any of them would
reset my computer to the time the newest one was made. Before you say it I
also make incremental backups daily so I have a good backup regime.

Over the last couple of years I have installed and uninstalled lots of
programs so if my computer had major problems I would reformat and reinstall
as it cleans the whole system up. Then there are times like upgrading. I am
about to upgrade the main components of this computer, motherboard,
processor, graphics card, hard drives and so on. I don't believe in doing a
repair install after changing the motherboard. I prefer to use the occasion
to clean the system up.

Well that's are a couple of reasons to reformat and as has been said what
about all the newbies who haven't discovered the importance of backing up.
It's what works for you I guess.
