You don't need that (as you don't have Roxio installed). Try that REG fix.

I do not have ROXIO at all.  Do I need this file and the directories that are in my Registry?
My CD is working fine.  I am using NERO and all is well.

Download and apply the fix "Restore Missing CD Drive." from:
http://aumha.org/regfiles.htm
Removes the Roxio driver references from the registry.
