Cannot start web publishing service; can't do any web development therefore!

Hi,

A few months ago, I bought a Dell Dimension with XP pre-installed. I also bought a standard edition of Visual Studio (and more recently, the professional version).

I had trouble with both studios when it came to web development. I finally (seem to have) traced it to an inability to start the "World Wide Publishing" service, which is presumably the web server that the studios complain about as not being available.

When I try to start it, it results in an "error 1721: not enough resources are available to complete this operation". I searched the web, and located a fix on Microsoft's website that asked me to modify the "internet" piece of the RPC registry. Unfortunately, only to find that my machine does not contain anything by the name "internet" under the RPC portion of the registry!

I would greatly appreciate help with troubleshooting, since I am at my wits end. Despite having paid quite a bit of money for all that I bought, it now seems impossible to do any web development at all.

PS: I do have a McAfee Firewall, but have a problem even when I completely disable it, so it does not seem to be the firewall. Also, the support people at Dell were hardly helpful, since the most "helpful" suggestion that I had had was to reinstall my OS.
