Seeing as how windows 98 is 6 years old, it probably isn't cost effective
for the manufacturer of the old scanner to make it work in xp. It wasn't
designed for xp as it didn't exist. Six years ago in computing time is about
100 years of real time. Six year old stuff is just outdated and obsolete.
Just the way modern computing is right now. Many peripherals that were made
in win98 days will work on xp if the manufacturer created new drivers for
it. If the manufacturer decideds not to, there's not much you can do. This
has nothing to do with windows or ms, it's up to the manufacturer.
