Well since windows messenger doesn't do popups, doesn't have anything to do
with pop-ups, does not have that message when installing or any other time
ever, I can only assume they mean the messenger service pop-ups as many
people get the two confused. Windows messenger does not have such a message,
ever. Whatever they meant its clear they are confused.
