Taskbar Trouble (HELP!)

First problem was that whenever i opened a window/program, such as internet explorer, it didn't appear on the taskbar. This meant that when i minimised it, it disappeared but was still running.

Now my taskbar has gone completely and i don't know what to do(and no i haven't ticked the 'auto-hide' box).
