Runner error

The following message keeps appearing on my computer, at start up and other times no matter what program I am in. This is the message--COULD NOT LOAD THE TARGET DLL("c:PROGRAM FILES\BACKWEB\BACKWEB CLIENT\6.2.3.66\PROGRAM\FRCOM.DLL", ERROR CODE 126---. What can I do to keep this message from appearing. It just appeared as I was typing this message.
