cannot load master information file

(i have win 2003)
hi guys i get the following error in my add/remove programs
setup cannot load master information file i tried expanding from the cd like so
expand d:\i386\sysoc.in_ c:\windows\inf
i then get the error-
cant open output file c:\windows\inf
