I have reformatted my hard disk nearly 6 times and I was not required to
activate my Windows XP professional. I am using Dell supplied CD (OEM)
and installing on Dell Laptop.

It is a good idea to reformat the hard disk to clear the clutter which
builds up over time rendering the machine slow for enjoyable browsing.

Please make sure you have copied your data and also you have the
necessary drivers for your machine.
