You don't say if these versions are Home or Pro.
99.98 is a standard, not very good price for Home upgrade.
120 is high for OEM Home, but perhaps a good price for OEM Pro.
If you are putting together a new computer, the OEM version is appropriate.
Otherwise, the Retail Upgrade is generally considered more valuable, as it
can be legally transferred to another computer, and is supported by
Microsoft rather than the computer maker.
