Jim,
There is another problem which happens occasionally with msnews
which your project (tool or just information) would be ideal for as a workaround.
Sometimes, when dealing with cross-posted messages the msnews
servers seem to get confused about which newsgroup they are preparing
a 211 reply for and thus give the highest sequence number of all of the
cross-posts. The consequence of this for the newsgroup which was thus
affected is that OE is going to wait until the real high sequence number
reaches that false high so new messages can start being detected again.
When the gap caused involves thousands of messages the practical
consequence is that the user is forced to do a Reset.
Here's a concrete example of the problem from one of my replies:
