Denying modem access to specific users

OK Gurus.
I don't post here often but I need a bit of help.
Win XP
Accounts = 1 Admin, 3 limiteds
Ignoring the Admin to whom ALL resources exist,
is it possible to allow 2 of the limited accounts e.g.
'A' and 'B' to have dial-up access to an ISP but deny
that dialup functionality to 'C' ?
It's a case of keeping a truant offspring away from the net.
Note, it's NOT a case of setting up a dialup account to an ISP
and concealing the logon password from the 'little #1 spawn' .
That would not stop the little'un from getting his own ISP account
and exposing the PC to the world and running up charges etc.
