Zip compression problem....

I have a windows xp professional machine that has "lost"
the ability to create zip compressed files. The reason I
know this is that the pop up menus for <rightclick>
New/Compressed Folder and <rightClick> SendTo compressed
Folder are no longer present.

I've tried the (many times posted) re-register your
zipfldr.dll file suggestion, and this presents an error:
0x80000400D Dll reg server Failed.

Any other suggestions?
