a download is opened instead of saved

A friend did something and changed the way a file from the web works.
Instead of getting the windows that asks where the file should be saved and
the name to use;
the files opens in a screen.
To rephrase, when he clicks on a file link, instead of it being saved as a
file, it's automatically opened and he sees the text on the screen.
He wishes to return to the option of saving as a file.
