System won't shutdown

This is Windows XP Home Editiion. When I select Start>Turn
Off Computer>Turn Off the system restarts instead of
turning off.
I paid my money to Microsoft but all we could come up with
is a lot of things it's not. It's not an old video card
with old drivers; I replaced it. It's not something in the
services or startup tabs of MSCONFIG, I unselected those.
It's not one of my peripherals. I removed all of them.
If anyone has experienced this problem, I would be very
interested in conversing with you.
