Euro symbol

Hi,

got a strange problem. When any user logs on to this
computer they can not insert the ? symbol. It wont show.
Once they are in it shows in all the applications. I have
checked the regional settings against other xp computers
and they are fine. Have changed keyboards and still
getting the same problem. Any ideas?
