The only way I can see someone thinking System Restore does anything with
their files is if they stopped reading where you left off your quote. The
full text in the built in help includes a note, the first note in fact, that
states:

"Restoring your computer does not affect or change your personal data files.
For information about backing up personal data files, see Backing up files
and folders."

And even just going by your quote, it does not say it restores your personal
data files, it says it does not lose them.

Anyway - did you manually go into the C:\Documents and Settings\ folder and
look for the files after turning on the ability to see hidden and system
files?
