If your system came with XP pre-installed and the recovery files are stored
in a special partition on the hard drive, be very careful to follow the
OEM's directions. You wouldn't want to accidentally wipe those out if
they're your only means to reinstall XP.
If you have an XP CD, is it the upgrade or full version CD? Both can do a
clean install of XP but you will need to show proof of your previous
operating system to get the upgrade install to finish.
If your pre-existing Windows is on a standard installation CD, just insert
it when prompted. If it is an OEM recovery disk that does not have the
standard setup files, restore this operating system. Have XP setup remove
the old operating system if your goal is a clean install.
