Start your computer in Safe Mode by holding down the F8 key during boot up
and after POST and selecting Safe Mode from the menu that appears.
Then you should be able to use Windows Explorer to copy hal.dll to the
C:\windows\system32 folder and overwrite the existing bad one. If hal.dll is
truly the problem this should solve it.
