Problem with Explorer.exe?

spyware and etc, checked for viruses
It still does the same thing where everything dissapears
for a moment except for the wallpaper and doesnt open,
this doesnt happen when I try to open IE, IE just doesnt open
it only happens on my computer, control panel and etc
if anybody has any suggestions, it would help alot since I
am out of ideas to fix it and about ready to go buy a new
comp or a new HDD
