various soft setup problems (wowexec.exe + 16bit soft?)

I've noticed recently that I can't install a few programs that I had no
problem with before.
Common "effect": setup.exe launched, sometimes with bar showing 99% loading,
disappears, wowexec.exe and setup.exe displayed in task manager -
indefinitely. When terminated "by force" error / system error window pops
up: The request to end the selected 16 bit task has timed out. The Win 16
Subsystem may be unstable. Press OK to terminate or Cancel to leave it
running.

I've read one or two MS bulletins on how to recognize 16bit programs and how
to troubleshooot it, but they didn't make me wiser. I tried a monkey
approach and went for "run this program in compatibility with Windows 2000"
but with no effect either.

I was able to run those programs on xp some time ago, and I really don't
know where the problem is.
I'd be grateful for any tips / links that might help me solve it.
