language on welcome screen

I have been trying to fix a computer that has xp home on it and the welcome
screen comes up with symbols as well as the start buttton has symbols not
english. Have tried going to language and making changes but there is a
entry there that has symbols in it and it will not let me delete it or
change to another language. This happen after a kid got on the internet and
the system will not let me restore back to correct it.
I would figure that something from the internet changed something in the
registry to cause this but I have not been able to find the problem.
