Desktop without anything

I restarted my Windows XP Professional computer and now
after the welcome screen the desktop is totaly empty
(nothing, no icons, no start menu, no start bar). I can
not do anything.
If I press Ctrl Alt delete and try to run explorer.exe.
Nothing happend
If I try to access the computer en Save mode and loging
with the administrator...the same problem
It seems to me that the problem is related to the
explorer.exe, beacause there is no way to run it...
