Open My Computer or Windows Explorer, find a JPG file, right click it, left
click: Open With, left click: Choose Program. When the Open With window
opens, under the heading: Recommended Programs click to select (highlight)
Windows Picture and Fax Viewer, click to put a checkmark in the box to the
left of the option: Always use the selected program to open this kind of
file, then click the OK button. In the future when you double click a JPG
file it will then open with Windows Picture and Fax Viewer. Repeat the
above to do the same for other image file types. The Windows Picture and
Fax Viewer is not an executable program, it's a DLL file: shimgvw.dll
