IE new window won't open!!!

Hi,

  Having a problem with windows explorer. New windows won't open. I know
it's not the firewall. Had the same problem a while ago on another PC and it
was resolved with some comands on the "run" tool, I only don't remember wich
ones!!
  Would any one maybe know what's causing it??
