Nathan,

Ideally since as you suspect not everyone is not going to trust a "tinyURL"
you may be better off posting a full link.
However - it is best to avoid posting the absolute download location as they
are subject to change without notice - better to direct a user to the actual
page where we link from
http://www.microsoft.com/technet/prodtechnol/winxppro/sp2preview.mspx
Where they can not only find a link to download the SP2 Preview but also
links to other related information such as the Comprehensive Guide to
Functionality etc.
