Internet Explorer Question & unrelated AOL question

I'm trying to help someone else who is having a problem that I've never
seen before.

When this individual clicks on a web link in certain IE web pages (yahoo
chat and AOL webmail access among others), the link does not open.
Instead, the computer makes a low-pitch two-tone sound. It's clear that
this behavior is some type of setting and not a malfunction, but I can't
figure out what setting is causing it.

The computer is a brand new Dell with factory installation of software.
  The same links in the same web sites accessed with Netscape 7.1 work
as you would expect, so the problem is not "global" to the computer but
is in the browser.

We have reset all of the IE security, privacy and advanced settings to
default, and have compared them to another computer on which things work
normall. Internet connection firewall is turned off. We have disabled
Norton Internet Security. None of any of these have fixed the problem.
  Windows update has been run and the computer is current with all
available patches and upgrades. It's running XP Home.

Does anyone have any ideas as to what is causing this, and how we fix it?

One other question for anyone familiar with AOL. When accessing certain
E-Mail messages using AOL's webmail access, or the attachments of some
other messages, the only thing that you see is an attachment called
"Webmail.dat". We can download this, but we don't know what to do with
it to either open the message (where the entire message comes through
this way) or the attachment (where only the attachment(s) come through
this way). What's the process for handling these files?
