Hi Deuce,
I understand the problem now. It looks odd. Would you please provide the
following information to clarify this issue:
1. When did the issue first occur? If it happened accidentally, what
changes were made around that time?
2. Is there a same problem if you log off a user?
3. Does this issue occur on all user accounts? If you create a new user,
log on as the newly created user, swith to another user, does the issue
still exist?
4. I'd also like to perform a clean boot to test the problem.
1) Click Start, click Run, type msconfig and Enter.
2) Click on "Startup" tab, click "Disable all".
3) Click on "Services" tab, click to "Hide All Microsoft Services", and
click "Disable All" if the button is not gray.
4) Click OK and restart the computer.
5) If the problem is resolved at this time, enable one service or startup
program at a time to see with which one running, this problem will
reappear. Then this service or program must be the culprit of the issue.
Disable the service or uninstall the program.
