Thanks for the suggestions, but they were to no avail!
I've done a thorough virus and adware check and it came up
clean. I also set all the security levels to default and
that made no difference either.

I've even tried reinstalling XP, reinstalling IE6 and
running the Repair tool on IE, none of which helped. I'm
sure it's not a configuration problem with Outlook Express
either because as I say, when I sent the error number to
Microsoft, it sent itself through OE fine.

SO all the problems I mentioned still remain. it must be
some configuration thing, but what?! I gather it's not
any sort of port issue?
