Modifying default / all users profile

What is the proper method to modify a system so that I can make changes to
the default user so that when we add anyone, the changes are already there?

I have tried to modify both the registry and the Default Profile in seperate
tests w/o any success.

Registry:
    1) Modified the HKEY_Users\.Default
    2) Added a new user and rebooted

Profile:
    1) Created a template profile as an admin
    2) Logged off and on as another admin
    3) Copied the template profile to the Default User
    4) Created a new user as an admin and tested the settings
    4) All seemed to be ok until I restricted the user
    5) Issued appeared (Icons dissappearing, etc etc)
