Slow application start after Windows XP upgrade

I am updating some of our PCs with the Windows XP upgrade. The PCs
are Pentium III 866MHz w/ 256 MB of RAM. Each night the PCs are shut
down. When someone tries to start a program after the PCs are booted,
it takes about a minute to bring up the program. After that though,
if you would exit the program, but go back into it, without shutting
the PC down, then the program seems to start fine. What the program
does is access a database. This only occurs on this program, other
programs work fine.
I have kind of tracked the problem down to the Symantec Anti-virus
Client v8.1 (Corporate Edition). If the antivirus software isn't
running, then it works fine, even after booting the PC.
This only seems to occur on PCs that were upgraded from Windows 98 SE
to Windows XP. PCs that came with Windows XP doesn't have this
problem.
Any ideas?
